Abstract
This essay examines the recent incidence of corruption as an issue in Latin American politics. It suggests that the process of democratizati on may have made corruption more pronounced. It concludes that Latin A merican democracy is more formal than substantive and that efforts to diminish corruption will not succeed until democracy is significantly deepened.
