contend that the current focus on treatment-oriented or specialist fos
ter family care as a resource for emotionally or psychiatrically impai
red children and youths may disguise its potential to serve delinquent
youngsters. They report the results of a survey of 266 specialist fos
ter family care programs in North America and the United Kingdom. Amon
g their findings were that 43 percent of the programs admitted delinqu
ent youths and that the delinquents were as likely to be successful in
the programs as were nondelinquent youths.
