Geometric and incompressibility constraint relations are used explicit
ly in reducing the number of collective variables of the dinuclear pha
se of the fissioning system to calculate the barrier penetrability fac
tor. Consistently, we define an effective inertial coefficient for the
relative motion of the fissioning system. With this inertial coeffici
ent, half-lives of the exotic and alpha decays are successfully reprod
uced for all available experimental data, using only one well-controll
ed nuclear parameter, the nuclear radius constant.
