A facility to test the photomultiplier tubes (PMTs) for the Sudbury Ne
utrino Observatory (SNO) was constructed at Queen's University. The fa
cility measured the noise rate, relative efficiency, and charge and ti
me spectra of single photoelectron anode signals for 44 PMTs daily. Th
e system is described, and detailed results of the testing for two par
ticular PMTs are presented as well as statistics for 9829 Hamamatsu R1
408 PMTs accepted for use in SNO.
