Abstract
This paper highlights the subject of cost modelling of the access netw ork, with particular emphasis on planning and design. A number of issu es are discussed, including activity-based costings, and whole-life co sts. The paper indicates the methods that may be applied and illustrat es some of the current analysis being pursued to investigate optimised network design strategies for fibre in the access network.
