Let (M, F, g) be a singular riemannian foliation [6] on a compact mani
fold. If (S, F(S), g(S)) is a compact submanifold saturated by leaves
of the same dimension, one defines the transverse model of S, and one
gives a general construction of the foliation in a tuhular neighbourho
od of S. Results apply in the case where S is the minimal stratum of t
he foliation, and in the case where S is the closure of a leaf.
