This is a discussion and analysis of the issues related to internation
al trade and international technology to eliminate ozone-depleting sub
stances on a global scale. The premise is that policies promoting trad
e and protecting the ozone layer through technology transfer are mutua
lly reinforcing. The intent of simultaneously fostering trade and envi
ronmental improvement is encompassed in the concept of sustainable dev
elopment and is so recognized in the trade measures to implement envir
onmental agreements including the the Montreal Protocol for phasing ou
t ozone-depleting substances.
