Under the single-contingency environment where interdependencies are i
nherent, allocating transformers to substations ought to take on a sys
tem approach In this paper, we present a multi-year mathematical progr
amming model which determines the optimal allocation of transformers o
ver a planning horizon. The possibility of relocating transformers fro
m substations with low utilizations will be explicitly explored. To me
et load demand, the model will identify the least-cost allocation and/
or relocation of transformers. It mill ensure that each substation's s
ingle-contingency capacity exceeds its load forecast The alternatives
to he evaluated include combinations of: additions via purchase, reloc
ations from a transformer storage, and relocations within the network.
Fort Myers, a small district of Florida Power and Light is studied as
a ease example.
