Conditions are determined for the transition probabilities of a Markov
chain so that the equations of global and detailed balance are equiva
lent. A mathematical model for an adaptive terminal measurement system
is formulated as a queuing system satisfying these conditions. The mu
ltidimensional stationary probability distribution of the states of a
system is determined and the probability for a call to be lost is comp
uted.
