The problem of sampling sites for atmospheric tracer experiments were
considered in Fedorov and Pitovranov (working paper WP-85-65, Internat
ional Institute for Applied Systems Analysis, Laxenburg, Austria, 1988
). There it was assumed that the wind direction during an experimental
tracer release could be accurately predetermined and would remain con
stant for the duration of the experiment. In general, this assumption
of a constant wind field is not met. In this work we develop an approa
ch which overcomes this deficiency. The monitoring network design prob
lem is considered for cases which include prior uncertain wind fields
during a designed experiment.
