Regimes of the linear stage of the resonance modulational instability
that are related to the longitudinal and transverse redistribution of
laser radiation, are studied. Conditions are obtained under which the
one- and two- dimensional mechanisms for the instability are dominant.
It is shown that the plasma wave excited during the onset of the inst
ability can have a group velocity smaller than the group velocity of t
he pulse.
