Although the effectiveness of various public policies in reducing subs
tance abuse is a subject of enormous theoretical and practical importa
nce, few authors investigated the issue during the past year. Importan
tly, only a minority of these studies yielded results supportive of th
e prevailing control-of-consumption model. As a result of such weak su
pport, an alternative model for preventing and reducing substance abus
e has been increasingly gaining credibility and support among research
ers.
