In this work we compare the phenomena, accompanying SERS and the infra
red absorption enhancement, and reveal the similarity between them. It
manifests itself in the similarity of the observation conditions, and
in the possibility of application bf a general theory which is based
on the idea of the increase of the dipole and quadrupole light-molecul
e interactions in the surface fields caused by the surface roughness.
The analysis of the experimental situation allows us to conclude the e
xistence of active sites, short-range and long-range enhancement mecha
nisms for both effects and also to corroborate the selection rules, pr
edicted theoretically for the phenomenon of infrared absorption enhanc
ement.
