The state of the art in numerical methods of optimizing observation ne
tworks is reviewed. The multicriterion optimization problem is discuss
ed, together with the set of criteria and their classification. Spatia
l and temporal techniques of analyzing the observation data are descri
bed. An information model of an environmental monitoring system, inclu
ding ground and satellite observation subsystems, is constructed. A va
riety of multicriterion approaches to optimizing observation networks,
based on Boolean programming, are analyzed. Methods of combining grou
nd and satellite observation data are considered.
