The work considers nonlinear nonstationary processes in the outer Jupi
ter electron radiation belts, which are alternating stages of accumula
tion of particles and their precipitation in the ionosphere during a w
histler radiation pulse. The cyclotron instability dynamics of the pla
sma magnetospheric maser are described by the relativistic system of q
uasilinear equations. This system takes into account the diffusion of:
particles in adiabatic invariant space, synchrotron losses and electr
omagnetic radiation evolution. Analysis shows the importance of the ef
fect of global resonance i.e. the eigenfrequencies of oscillations of
the belt parameters are practically independent of the magnetic shell
and coincide with the planet's angular rotation velocity. Consideratio
ns show that it is the 10 dynamics of outer Jovian electron radiation
provide the coefficient of particle radiation which is necessary for g
lobal resonance. In the outer Jovian radiation belts work like a pump
accumulating energetic electrons from the periphery of the magnetosphe
