Stimulated scattering of radio emission by ultrarelativistic electron-
positron plasma filling a pulsar magnetosphere is considered. In the p
resence of background radiation, the scattering from a beam into the b
ackground dominates over scattering into the beam. It is shown that th
is process may be important at frequencies less than or similar to 100
MHz and may give rise to low-frequency turnovers in pulsar spectra.
