The reasons for Congress's failure to pass health care reform legislat
ion are unclear to much of the American public. In this Essay, Mr. Sha
h and Ms. Rosenberg argue that the conflicting objectives of President
Clinton's plan divided liberal Democrats from both moderate Democrats
and moderate Republicans. The authors conclude that this factiousness
enabled conservative Republicans to capture the health care debate.
