We present a theory of Coulomb blockade oscillations in tunneling thro
ugh a pair of quantum dots connected by a tunable tunneling junction.
The positions and amplitudes of peaks in the linear conductance are di
rectly related, respectively, to the ground state energy and to the dy
namics of charge fluctuations. Our theory allows for a quantitative co
mparison with the experimentally observed peak positions. In the stron
g tunneling limit, we predict a striking powder-law temperature-depend
ence of the peak amplitudes.
