The paper analyzes dual citizenship in two principal manifestations in
the world - de facto dual citizenship, as induced by international mi
grations and de jure dual citizenship, as re byproduct of Soviet imper
ial collapse. Factors of a social political, cultural and economic nat
ure that condition approaches towards dual citizenship taken by govern
ments, political elites and grass-root actors are discussed in referen
ce to established democracies (USA, France, Germany) and to newly inde
pendent states (the Ukraine).
