In this paper, foundations of the non-local theory of the basic balanc
e laws of non-linear fracture mechanics are established. The balance l
aws in the body, and on the initial surface, especially on the newly f
ractured surfaces are given. The latter are just the necessary conditi
ons which must be fulfilled for a crack propagating body. These condit
ions include mass condition, momentum condition, moment of momentum co
ndition, energy condition and entropy condition. The conclusion of thi
s paper is as follows: the process of fracture is a process of destruc
tion of body quantities and creation of surface quantities. A part of
the body quantities will destroy in the body and a part of surface qua
ntities will create on the newly fractured surfaces. This conclusion c
annot be explained in the realm of local theory. This paper is the con
tinuation acid generalisation of the local theory of the previous pape
rs [1-3]. This paper includes the theory of previous papers and the no
n-local continuum theory [4] as its special cases. Copyright (C) 1996
