Abstract
A theory of the relaxation dynamics of the radial electric field towar d its neoclassical value in the regime of subsonic poloidal rotation i s presented. It is shown that the relaxation occurs via damped oscilla tions on time scales proportional to the ion transit time. (C) 1996 Am erican Institute of Physics.
