The rapidly changing tariffs and networking technologies creates the n
eed for ongoing planning, configuration and management of networks as
one the most strategic resources. So the availability of a totally fle
xible and productive tool for network topology optimization becomes mo
re important than before. This paper presents requirement analysis for
development of a network topology design tool and introduces TND-Tool
as a tool fulfilling the proposed requirements. First, philosophy beh
ind the tool and its requirement model which uses Hatley and Pirbhai m
ethod are explained. Second, organization of the tool, i.e. needed mod
ules and their structure are described such as representation, data ba
se, optimization, cost-calculation and graphical user interface. Third
, operational capabilities of the tool are presented. Fourth, heuristi
cs for topological design of the fixed part of cellular mobile communi
cation networks GSM900, the European mobile standard, and DCS1800 are
shown. Fifth, performance analysis and new and special features of the
tool will be presented.
