Abstract
We introduce an 'effective' phase state with which high-sensitivity ph ase-shift measurements can be performed. These states can be used for high-precision operational measurements of phase distributions of stat es which in phase space are localized in regions whose angular width i s much larger than pi. We propose a method by means of which the corre sponding operational phase distribution can be measured.
