Abstract
The ITU-T approved the Conjugate-Structure Algebraic CELP (CS-ACELP) s peech coder that will be used for Future Public Land Mobile Telecommun ication Systems (FPLMTS) at its November 1995 meeting. This paper give s an overview of CS-ACELP and describes the algebraic codebook, perce ptual weighting, and quantization methods for LSP parameters and gain. It also discusses implementation aspects, Subjective testing indicate s that the quality of this coder is equivalent to that of 32-kbit/s Ad aptive Differential Pulse Code Modulation.
