The development of sustainable fisheries is more likely to emerge wher
e management is legitimated through the integration of the fishing ind
ustry in the policy process. Go-management, where responsibility is sh
ared between the state and the user groups, offers a persuasive theore
tical model but is difficult to envisage when refracted through the in
stitutional and political cultures of the UK. The paper examines the o
pportunities and constraints for the delegation of management. functio
ns to fishermen's organizations and attempts to chart a possible cours
e towards the development of co-management in the UK.
