Abstract
Discusses planning through a cybernetic model of an energy-activity sy stem. Shows that planning helps in understanding the dynamics of energ y-activity (input) interactions and believes a desirable industrial ba se (output) can be achieved for development purposes. Proposes a thres hold limit of the industrialization level when a general equilibrium e xists.
