Abstract
It is shown that intermittent phasespace structures such as electron h
oles resist weak collisions and hence provide new dissipative equilibr
ia far away from the thermodynamic one. The associated anomalous plasm
a transport is explored for a current carrying plasma and it is argued
that these new plasma states lie outside the realm of linear wave the
ories and their nonlinear extensions.
