The rotational spectrum of oxiranecarbonitrile has been measured betwe
en 8 and 40 GHz with a Stark spectrometer and a waveguide Fourier tran
sform microwave spectrometer. Three rotational constants, five centrif
ugal distortion constants, and the diagonal elements of the N-14 quadr
upole coupling tensor were fitted to the observed transition frequenci
es. All three components of the electric dipole moment were determined
