The possibility of existence of selfconsisted electronic-structure sta
les - fluctuons and phasons in YBCO cuprates has been substantiated ex
perimentally and theoretically. The role is discussed which fluctuons
and phasons play in the processes of normal and photoexcited electrons
redistribution between the active and basal planes of YBCO near the d
ielectric-metal transition as weil as in the photometallization.
