We present a method of construction of a family of solutions of the Ba
xter equation arising in the Generalized Leading Logarithmic Approxima
tion (GLLA) of the QCD pomeron. The details are given for the exchange
of N = 2 reggeons but everything call be generalized in a straightfor
ward way to arbitrary N. A specific choice of solutions is shown to re
produce the correct energy levels for half integral conformal weights.
It is shown that the Baxter's equation must be supplemented by an add
itional condition on the solution.
