Abstract
The creation of unitary local authorities by dismantling counties and combining districts has assumed that the performance of local services is not affected by scale. This article shows that scale is linked to aspects of service provision in the non-metropolitan districts, in par ticular quality, efficiency and administrative effectiveness. Therefor e, it is essential that scale effects are considered when decisions on districts mergers are taken.
