Neutrino-pair bremsstrahlung radiation due to the scattering of degene
rate, relativistic electrons by phonons in a lattice of spherical atom
ic nuclei in a neutron-star crust is considered. The exact phonon spec
trum, the Debye-Waller factor, and the nuclear form factor are used to
calculate the neutrino energy generation rate in the density range 10
(7)-10(14) g cm(-3) for arbitrary nuclear composition for body-centere
d-cubic and face-centered-cubic Coulomb crystals. The results are fitt
ed by a single analytical expression. The neutrino bremsstrahlung ener
gy loss rates in a neutron-star crust composed of ground-state and acc
reted matter in the solid and liquid phases are compared.
