Interorganizational analysis is used to examine the changes which have
occurred in the institutional framework for tourism in post-Franco Sp
ain. The creation of the autonomous communities is outlined and the st
ructure of their new tourism organizations described. The paper then a
nalyzes the relationships between these new regional bodies and the na
tional tourism organization, with particular reference to the Plan FUT
URES and to international promotion. This analysis reveals both confli
ct and cooperation between the parties and shows that their roles infl
uence what is done in the field of promotion. The process of instituti
onal change is not yet complete and interorganizational equilibrium ha
