This lecture is based in part on work done in collaboration with G.E.
Brown and on a recent paper co-authored with Bengt Friman. It deals wi
th making a connection between effective chiral Lagrangians - low-ener
gy effective theory of QCD - and Landau Fermi liquid theory extended b
y Migdal to nuclear matter. I discuss how to obtain a link between obs
ervables in relativistic heavy-ion processes and low-energy spectrosco
pic data, giving a new insight into how chiral dynamics manifests itse
lf in nuclear systems.
