In recent years the industry has expended billions of dollars on efflu ent treatment capability to meet new regulatory requirements. It would be product for mills to complement this expenditure with the developm ent of comprehensive environmental management plans to reflect corpora te commitment to continuing environmental management and maintaining r egulatory compliance. This paper discusses 10 programs which could for m the basis for a mill wide plan. In the 1990s and beyond, responsible environmental management should be synonymous with good business prac tice.
