We introduce an anomalous top quark coupling (right-handed current) in
to the standard model Lagrangian. Based on this, a more complete calcu
lation of b --> s gamma decay including leading log QCD corrections fr
om mt to M(W) in addition to corrections from M(W) to m(b) is given. T
he inclusive decay rate is found to be suppressed compared with the ca
se without QCD running from mt to M(W) except at the time of small val
ues of \f(R)(tb)\. For example, when f(R)(tb) = -0.08, it is only 1/10
of the value given before. As \f(R)(tb)\ gets smaller, this contribut
ion is an enhancement as in the standard model case. From the new expe
riment of the CLEO Collaboration, strict restrictions to parameters of
this top-bottom quark coupling are found.
