A method of restoring refraction angle fluctuations in the atmosphere
by observations of stellar scintillations from space is given. The res
toration is carried out for five observations of star settings from th
e orbital station ''Mir''. The estimations of rms values of restored r
efraction angle fluctuations are in agreement with direct measurements
of refraction angle and calculations from balloon data. Vertical wave
number spectra of relative refraction angle fluctuations for the large
scales 1 km - 50 m have a universal form with a slope close to -2.
