We discuss the equivalence of two dual scalar field theories in two di
mensions. The models are derived though the elimination of different f
ields in the same Freedman-Townsend model. It is shown that tree S mat
rices of these models do not coincide. The two-loop counterterms are c
alculated. It turns out that while one of these models is single-charg
ed, the other theory is multicharged. Thus the dual models considered
are nonequivalent on classical and quantum levels. This indicates the
possibility of the anomaly leading to nonequivalence of dual models.
