Bohr's adiabatic criterion indicates that a projectile of velocity v w
hich collides with target atoms is stripped of those electrons with or
bital velocities smaller than v. Using this criterion, and the Hartree
-Fock wave functions for the description of the momentum distribution
of projectile electrons, we show that the number of stripped electrons
follows a universal scaling law. The utility of this law for represen
ting the effective charge of heavy ions is discussed. Copyright (C) 19
