Abstract
The adoption of the Higher Education Act of 1992 (HEA '92) formalized a significant shift in federal financial aid policy from grants to loa ns. A case study of the federal policy-making process, HEA '92 illustr ates how shifts in the power of actors and constraints in the environm ent shape policy outcomes.
