FAST ALGORITHM FOR OPTIMAL BIT ALLOCATION IN A RATE-DISTORTION SENSE

To improve the quality of reconstructed images for a given bit rate co nstraint, the assigned bits must be distributed efficiently using a se t of admissible quantisers so that source distortion can be minimised. However, the optimal bit allocation scheme is usually practical due t o its large computational burden. The authors propose a new fast algor ithm which needs less computing time than required by existing fast al gorithms.
