Nuclear relaxation rate is studied when electric quadrupole interactio
n leads the lowest states to I-z = +/-I, corresponding. to Sc metal. I
n ultra low temperatures below the quadrupole splitting, the relaxatio
n rate deviates downward from the Korringa law and behaves as an activ
ation process. No more efficient path has been found. What is expected
in such a thermally isolated system is discussed.
