Resonant states of electrons on impurity atoms in Fermi-liquid of norm
al metals manifest themselves in sharp increase of the electron densit
y of states on the resonant levels. At low temperatures in a quantizin
g magnetic field and high-frequency electromagnetic field resonant tra
nsitions of electrons between the resonant levels and Landau levels ac
companied by a spin-flip take place. New spectrum branches of spin exc
itations of metal exist near the resonant frequencies. They propagate
as circular-polarized spin waves, The characteristics of these waves (
spectrum, speed, damping decrement) are found. The cross-section of in
elastic magnetic scattering of neutrons by these excitations is calcul
ated, The new peaks in energy spectrum of scattered neutrons are predi
cted.
