Abstract
The effective Lagrangian of an electromagnetic field that varyies arbi trarily in space in a dense medium is derived. It has been used for th e investigation of the interaction between charged fermions in the med ium. The possibility of the formation of metastable electron bound sta tes in the medium when an external magnetic held is applied is shown.
