The energies and B(E2;0(g.s)(+) --> 2(l)(+)) values for the lowest J(p
i) = 2(+) states in the neutron-rich radioactive nuclei S-38,S-40,S-42
and Ar-44,Ar-46 were measured via intermediate-energy Coulomb excitat
ion. The results for S-40,S-42 provide the first evidence of moderate
deformation near N = 28, while the effects of the N = 28 shell closure
persist in the Z = 18 nucleus Ar-46.
