EFFICIENT PRIVATE PROVISION OF PUBLIC-GOODS BY REWARDING DEVIATIONS FROM AVERAGE

This paper proposes the following incentive scheme for the private pro vision of public goods: government should reward and penalize deviatio ns from the mean contribution by an appropriate factor. This makes eff icient contribution individually rational even if individuals see thro ugh the government budget constraint.
