Abstract
It is shown that the mesostructural level of the hierarchy in a medium of randomly packed particles is formed as part of the evolution as a complex open system. The conditions for the occurrence of a mesostruct ure are established and the scenario for the process is discussed. The results are illustrated on a model for random packing of two-dimensio nal spheres.
