Abstract
We present the properties of Fermi liquids with the microscopic constr aint of a local (i.e. momentum independent) self-energy. With this con straint, the forward-scattering sum rule imposes strong limitations on the Fermi-liquid parameters, which rule out any Pomeranchuk instabili ties. For both attractive and repulsive interactions, ferromagnetism a nd phase separation are suppressed. Superconductivity is possible in a n s-wave channel only. We also study the approach to the metal-insulat or transition and find a Wilson ratio approaching the value 2. This ra tio and other properties of Sr1-xLaxTiO3 are all consistent with the l ocal Fermi-liquid scenario.
