The article introduces the features of the agrarian economy which even
tually necessitates the need to prioritise the utilisation of resource
s in the given socioeconomic situation. In the context of limited reso
urces and the need of prioritisation resulting into the planning of ut
ilisation of resources, the article also discusses the work options av
ailable in the given state of economy. The article also outlines the p
olitico-administrative setup for the execution of programmes. The arti
cle puts forward the postulate that the complimentary role of the comm
unity could be more pronounced in creation of awareness; selection of
sites and beneficiaries of various programmes; execution of schemes an
d maintenance and also in the process of decision making and feedback.
A brief introduction to the rural local bodies in the context of the
Constitution (73rd Amendment) Act, 1992 has also been given towards th
e end of the article.
