The plasma-maser instability of the electromagnetic radiation in the p
resence of electrostatic lower hybrid turbulence is studied, consideri
ng the contribution of the electrostatic beat wave. It is found that t
he plasma-maser contribution from the electrostatic beat waves is (ome
ga(pe)/Omega(e))(2) times that from the electromagnetic beat wave, her
e Omega(e) and omega(pe) are, respectively, the electron cyclotron and
